General Personality:
Murmur's not exactly a guy many aspire to be friends with. He enjoys screwing with people for his own entertainment. You know those times when you're able to swear your name is being called when everyone says they hadn't said a thing? That's Murmur. Those times when you hear footsteps behind you and no one's there? Murmur. Little games like that always get him laughing. If he's bored enough, he might even con you into thinking you've gone insane.
He's slightly insane himself, having been in solitude for a long time. He enjoys sound of any sort, and had been lacking it during the times he was by himself. So, he developed the nasty habit of talking to himself just to hear something. That grew until he was practically having conversations with himself. At some point it escalated into other symptoms where, for example, he would go through episodes where he would see his dead mother and have arguments with her or just break down in apologies.
He's gone down a dark path in life. The path has made it so his personality reached a dark place that he, himself, doesn't believe he'll ever break free from. (Mostly because he doesn't want to.) He laughs at the pain of others, and finds joy in having the power to take lives if he wishes to do so. Driving people so mad with voices and noises that they take their own lives is one of his favorite hobbies. Rarely ever does he have a time where he feels any regret.
In Storybrooke, his personality is a little bit different. Being in the insane asylum and experimented on so often, he has the tendency to act even more insane. He's afraid of all of the workers around him, feeling powerless against them without his magic. He doesn't know how to handle himself, and often has breakdowns. He'll start screaming over the smallest things and especially freaks out when they occasionally decide to leave him in the soundproof room there for days on end at what he believes are Regina's commands.

Thanks to his own magic coinciding within the curse while it was first being cast, Murmur has managed to keep all of his memories. Unfortunately for him though, because of that, he ended up in Storybrooke's insane asylum where they continuously pump him full of strange liquids and fluids. The liquids are always doing many different things to him, making him act even crazier then he had already been in The Enchanted Forest. Their goal had originally been to find something to force amnesia on him. When that didn't seem to work, however, they just focused on trying to keep him acting so insane that no one would ever believe him had he escaped.
Since Murmur has no false life in Storybrooke, no one has bothered to come looking for him. (Not that they would have before.) No one's been missing him. So far, Regina's plan has gone perfectly, and in this curse, she's been able to figure out his entire plan through his screaming at the workers about her, giving her more incentive to keep his life from getting any better.

Fairy Tale History:
From a very young age, Murmur had practiced magic in secret. He came from a family who did nothing but magic, always keeping it hidden from the small village they lived in within the Enchanted Forest. They knew that not all of society would understand, regardless of the fact that they were doing it for what they believed to be good reasons.
Murmur's mother was a healer, using her abilities to heal those within their family. She was better than any doctor, and she was trying to teach Murmur to be just like her. Unfortunately, as hard as Murmur tried, he didn't quite have the knack for healing magic like his mother did. Regardless, his parents kept pushing and pushing. Growing frustrated, he started looking for an outlit. That's when he discovered sound magic. The things that you could do with that type of magic greatly amused him. He practiced it on his own for many years.
One day, after a lesson on healing magic with his mother, Murmur decided to show her what he could do in hopes of her giving up on teaching him that kind of magic. When he did, however, his mother greatly disapproved. Angry that her son disapproved, she lashed out and started to scold him. While his mother was yelling, Murmur decided to try again and show her how cool his abilities were. He started to vibrate his mother's vocal cords, trying to make her yell sound much more comedic, but through all of his upset emotions, he failed. Instead, he snapped them and vibrated other parts of her insides that weren't supposed to be scrambled at rapid speeds. His mother started to bleed from her mouth, ears, and nose. She fell to the ground shortly after, dying in his own arms.
Scared and frantic, Murmur ran away. He took off, finding a small village that lived near a set of rock caves deep within the trees and took refuge. There were other villagers, but he avoided them for the most part. He choose to live out his life in seclusion, thinking he didn't deserve to interact with anyone ever again. He continued to practice his sound magic, getting better and better at it. As he got older, his mind began to warp. He started becoming a little crazy, constantly talking to himself. Whenever someone from his knew village tried to check on him, he scared them away, usually using scary sounds and sometimes even injuring them. His home became feared and avoided. Many started to know him as the Mage of Mad Echoes.
At some point, Murmur decided to seek out the Dark one for the very first time where he made a deal with him for eternal youth, deciding in his own mind that he deserved it. People started to evacuate the village in fear of Murmur's abilities, knowing that he was more than capable of killing the innocents. They feared that if he ever were to make regular visits out into society, he might just find it in his best interested to eliminate them all since he seemed to be such a lover of solitude. He had already caused enough damage the times that he had left his home, usually bursting the ear drums open of those he passed who dared to give him uncomfortable looks.
Eventually, he began seeking others out when he decided he needed money. Murmur would find musicians and performers of sorts and make deals with them. He would use their magic to give them amazing talents. In return, they would pay him. When they didn't, he ended up taking their lives and then everything on their person. Eventually, he just began to find certain evil acts to be fun. Murmur would often times seek out those in power, using his magic to whisper into their ears, making them go insane, bending them to his will.
As his own mind set continued to fall into a darker path, he realized he wanted more out of life. At first, he thought he didn't deserve it, but with his newly warped thinking, he started to feel that his mother deserved what she had gotten. After all, he was the one who kept pushing and pushing with no letting up. When he heard about the royals and how well everyone treated them, he became almost obsessed with the fact that they were so privileged despite that a lot of their people were living in poverty. One queen in particular, the one known as The Evil Queen, seemed to haunt his thoughts the most. That lady was mean and nasty, and she didn't deserve what she had. Murmur decided he wanted to get close to her, to get into her mind with his sound magic, and take what she had.
That's when he decided to make another visit to the powerful magic user, the Dark One. He made a deal with him in return for his owing him yet another favor of his desire whenever he requested it. With that, he got him a job as a guard for the Queen's army. He kept himself hidden, wearing full armor and never taking off his helmet around other troops. He needed to learn about the queen as much as he could first, and he believed being in disguise might help in case anyone were to ever recognize him. He needed to find her weaknesses and figure out how to bend her to his will. Then he would eventually befriend her, tricking her so she wouldn't know who to retaliate against with her own magic. She would simply think she was going insane, and Murmur would insist upon that to her. Finally, he would manipulate her to the point of no return, getting her to hand over her kingdom when she realized that he could no longer handle such a thing.
Unfortunately, while his plan was still in phase one, Murmur heard whispers from the Queen herself talking to others. She was going to cast a curse over The Enchanted Forest, one that would destroy everything about everyone. No one would even know who they really were. Murmur did his best to figure out a way to keep this from happening since it went against his own plan, but failed greatly. Having no way to stop it, he created a sound barrier around himself just before the curse hit. Speaking rapidly in several different voices at the same time, he let loose his entire life in streams of whispers. The barrier bounced around in his mind through out the entire teleportation into Storybrooke. Just before the curse finished and all of the magic disappeared, his barrier of sounds broke open in his head, stopping the curse from entering his brain. His own magic locked in his floating memories through the bursting of the barrier.
